DETROIT (WXYZ) - Detroit Medical Center CEO and former Wayne County Prosecutor Mike Duggan announced that he filed paperwork to form a committee to explore running for Mayor of Detroit in 2013.

"People across the city have been wonderful in their encouragement," Duggan said. "This is the final step in evaluating whether to make the commitment and formally launch a campaign for Mayor of Detroit."

Duggan is expected to make a final decision by the end of year.

Filing the paperwork to form a committee is a legal requirement and is mandatory in order to receive or spend money while exploring the option to run for mayor.

The Committee for Mike Duggan will meet with city leaders, citizens and organizations. They are also expected to use social media to get the word out.

"I've never seen things this bad," Duggan said. "This month we had 32 murders in 15 days, the city's plan to replace streetlights collapsed in Lansing, and the city just ran up another $40 million deficit in the last quarter despite the consent agreement. Over the next 90 days, we're going to see if our team can develop a plan that can be successful in turning the city around and whether we have a campaign plan that can succeed in winning this election. Then we'll make a decision."

Members of the Exploratory Committee include:

Conrad Mallett - Committee Chairman
Tupac Hunter - Campaign Director
Bryan Barnhill - Campaign Manager
Rebecca Williams - Campaign Treasurer
