DETROIT (WXYZ) - Friday afternoon Governor Rick Snyder declared a financial emergency for the city of Detroit. It's a move that could lead to an emergency financial manager for the city.
A 10-day appeals process now begins, which gives city officials time to to request a hearing before an absolute decision is made.
