(WXYZ) - Not as many Detroiters as anticipated turned out to vote in the August primary election on Tuesday.
The City Clerk's office seems to think most voters are apathetic; they believe the emergency manager is in charge and their vote doesn't matter.
On Tuesday, 17.96 percent of registered voters showed up to vote--that's about 96, 648 people out of 538,048 registered voters.
