(WXYZ) - A record number of school districts in Michigan are in the red, and now state superintendent Mike Flanagan is calling for drastic measures.
His plan focuses on converting 600 Michigan school districts and 280 charter schools into countywide school districts.
He believes the move could save millions of dollars that can be used on students, even though he says it can't be done right away.
States like Florida, Maryland and Virginia could serve as models for Michigan. They have been under countywide districts for years.
