CLINTON TOWNSHIP, Mich. (WXYZ) - "He made a threat and he lived that threat out," says Jim Neumann about the man now charged with killing Neumann's ex-wife.
Joseph James Pagan, 38, is accused of killing Jackie Neumann in her Clinton Township home last week. And on Tuesday, Pagan was charged with First Degree Premeditated Murder and Criminal Sexual - First Degree.
Clinton Township Police and the Macomb County Medical Examiner have not said how Jackie Neumann was killed.
Jackie was very involved in volunteering and helping with her son's activities. The 47-year-old was recently named "Best Swim Mom" by the Grosse Pointe Yacht Club.
Jim Neumann said Jackie would not only be at every event cheering on their son, but also cheering for "every kid as if they were her own."
Jim Neumann tells 7 Action News that his ex-wife met Pagan years ago when she began working as his caregiver.
Jackie and Pagan began dating and the relationship was rocky, to say the least.
Jim Neumann and Jackie Neumann divorced years ago and had joint custody of their 11-year-old son. But Jim says he warned Jackie that he would seek sole custody of their son if she allowed Pagan anywhere near him after he says Pagan threatened to kill both Jackie and the boy a couple years ago.
In September of 2012, Jackie drove to the New Baltimore Police Department with Pagan in her vehicle and accused him of assaulting her.
New Baltimore Police arrested Pagan and he was charged him with domestic violence, a misdemeanor, and felony drug possession - cocaine.
7 Action News tried to find details of what happened in that case, but court officials say Pagan's case file has been sealed. They could not say why the records are not public.
7 Action News was able to find out, through state records, that Pagan was placed on probation in October.
Despite their troubles, Jackie continued to have contact with Pagan. Some friends say she was scared of Pagan, but wanted to help him.
Pagan is on disability and Jackie told friends that he's a former police officer. 7 Action News has not been able to confirm or refute that claim.
Earlier this year, friends say Pagan smashed Jackie's laptop during a visit.
One neighbor says she saw Pagan at Jackie's home about two months ago, leading her to believe the two were still somehow involved.
Pagan lives in Casco, a township of St. Clair County, but he was in Detroit when he was arrested Monday.
He had been staying at a motel on Jefferson Avenue on Detroit's east side for about a month, telling the motel manager that he was recently burned out of his home. We're told an insurance company was paying for Pagan's stay at the motel.
Jim Neumann says he knows Jackie kept Pagan away from their son because his son would have told him if he had seen him around.
"My son would have told me.. He knows this guy is just evil," said Neumann. "This guy is a heck of a manipulator. He played her like a fiddle and it cost her her life."
Joseph Pagan is now being held without bond at the Macomb County Jail.
