Feds say former Child Protective Services employee purchased nearly $7K in child porn

BIRMINGHAM, Mich. (WXYZ) - A former Child Protective Services employee is being federally charged with receiving and possessing child pornography.

A criminal complaint suggests that William Shaffer of Birmingham purchased nearly $7,000 in child pornography from a movie production company identified as "International Company." The company has been under federal investigation since 2010 and was raided in 2011. The company operated a website offering DVDs and streaming video for sale. The videos featured naked young boys. The company - which was located outside of the U.S. - was the subject of more than 20 complaints to the National Center for Missing and Exploited Children's regarding the sale of child pornography.

Shaffer was located in the International Company's database as a customer and was located by the feds at his home on Radnor in Birmingham. He's expected to appear in court on Wednesday.

He reportedly purchased DVDs and other materials from the company on multiple occasions.

Transactions show that Shaffer made 33 transactions between 2006 and 2011, ordering 222 videos costing approximately $6,940.

A search warrant was carried out on Shaffer's home in 2012.

Feds seized printed images of child pornography, a computer, an external hard drive, CDs, DVDs, VHS tapes and a City of Westland Police Report.

According to the criminal complaint, the 1987 police report alleged Shaffer sexually molested a boy between the ages of 8 and 9. The police report alleged the incident happened while Shafer was a Child Protective Services employee.

Shaffer stated he ordered videos, but said the company stated videos were not illegal. From November 2012 to June of 2013 - 61 videos of the 222 videos ordered from the International Company - were seized from Shaffer's kitchen and under a kitchen table. The videos contained nude prepubescent and pubescent boys.

Sexual stories were also seized from Shaffer's home. One of them describes a seventh grade boy being abducted, molested and sodomized. It is not clear if Shaffer wrote the story - but refers to Michigan State University and 16 Mile Road. Shaffer's residence is located just south of Maple Road.

Shaffer is not in custody, by is expected in court Wednesday at 1 p.m.
