Former Deputy Police Chief Celia Washington has been indicted on conspiracy to receive kickbacks by allegedly influencing towing contracts.

Washington is accused of using her position to influence and steer towing business to a particular contractor.

The towing contractor has not been named in the indictment.

According to document filed in federal court, Washington is accused of receiving $5,000 or more from a series of transactions.

In exchange for cash, the indictment alleges Washington would steer business to a towing company contracted with the City of Detroit.
