(WXYZ) - Michigan utilities may add up to a one dollar surcharge on electric bills to help low-income homes pay for heat.
The new legislation passed the in the state House yesterday 86 to 21.
It's designed to find permanent funding for a low-income heating fund.
Although utility companies won't have to charge the fee, they'll be encouraged to participate to avoid delinquency issues.
The bill now move on to the Senate.
