The Detroit Water and Sewerage Department is unveiling a program to help low-income residents pay their water bills.
Called the Water Residential Assistance Program (WRAP), it will launch March 1. It will provide qualifying customers at or below 150 percent of the federal poverty threshold with help paying both their current and past-due water bills.
Eligible DWSD customers will receive a $25 monthly credit towards their current bills. Any arrearages will also be frozen for 12 months.
Customers who successfully make their monthly payments for one-year will receive an additional credit of up to $700 that would be applied to their arrears.
Participants can continue in the program for up to 24 months, but the must reapply annually.

The program is part of a Great Lakes Water Authority program that is offered in Wayne, Oakland and Macomb counties.
