Communities ask voters for tax increases to pay for road repairs

Roads are a pivotal issue this election season and municipalities are not waiting for the next state leaders, putting it up to voters whether to renew, raise or create millages and bonds to pay for road upgrades.

Here is a list of road improvement proposals by city and township: 

GARDEN CITY STREET IMPROVEMENT BOND PROPOSAL

Shall the City of Garden City, County of Wayne, Michigan, borrow the principal sum of not to exceed Fifteen Million Dollars ($15,000,000) and issue its general

obligation unlimited tax bonds, in one or more series, payable in not to exceed five (5) years from the date of issuance of each series, for the purpose of paying the

cost to improve, replace, resurface, and reconstruct streets in the City, including sidewalk improvements, drainage improvements, and water and sewer improvements,

together with necessary rights-of-way, appurtenances and attachments thereto?

The estimated millage to be levied in 2019 is 6.2490 mills ($6.2490 per $1,000 of taxable value) and the estimated simple average annual millage rate required to

retire the bonds is 6.2464 mills ($6.2464 per $1,000 of taxable value).

In Woodhaven, a 1.5 mill levy renewal:

CITY OF WOODHAVEN PROPOSAL; CITY OF WOODHAVEN STREET IMPROVEMENT MILLAGE RENEWAL

Shall the City of Woodhaven be authorized to renew the 1.5 mill levy ($1.50 per $1,000 of taxable value), for the sole purpose of reconstruction, resurfacing, repairing,

maintaining, and improvement of streets within the City of Woodhaven, for an additional period of five (5) years, from 2019 through 2023, which will generate an estimated

$710,416.00 in the first year of its levy?

In Clinton Township, an increase proposal of 1.9 mills:

CLINTON TOWNSHIP ROAD PROPOSITION

Shall the limitation on the amount of taxes which may be imposed on taxable property within the

Charter Township of Clinton, Macomb County, State of Michigan, be increased by 1.900 mills

($1.900 on each $1,000 of taxable value) for a period of five (5) years, 2018 to 2022, inclusive,

for the purpose of providing funds for: (1) replacing and repairing roads; and (2) installing,

replacing, and repairing curbs, storm drainage, sidewalks/pathways and driveway portions within

the right-of-way adjacent to such roads? It is estimated that 1.900 mills will raise approximately

Five Million Four Hundred and Fifty-Five Thousand and Four Hundred and Fifty Dollars

($5,455,450) when first levied in 2018.

In Brighton, an override millage proposal to increase by 4.3 mills:

CITY OF BRIGHTON - PUBLIC STREETS AND RELATED INFRASTRUCTURE IMPROVEMENTS HEADLEE OVERRIDE MILLAGE PROPOSAL

Shall the City of Brighton, for the purpose of reconstructing and maintaining public streets and related infrastructure, be authorized to levy a new millage of 4.3466 mills per $1,000.00 of taxable value for a period of 10 years, beginning 2019 through 2028, inclusive? This millage represents a restoration of the previously voter-approved Charter millage of 20 mills per $1,000.00 of taxable value, and is an increase over the current 15.6534 mills per $1,000.00 of taxable value levied by the City, which has been reduced by the Headlee Amendment (MCL 211.34). The proposal would generate approximately $1,850,000 per year, beginning July of 2019, subject to any future reductions of the Headlee Amendment.

In Cohoctah Township:

COHOCTAH TOWNSHIP - RENEWAL OF ROAD MILLAGE

A proposal for renewal of road millage for the township of Cohoctah to provide funds, 1.5 mills ($1.5 per $1,000 of taxable value) for the primary purpose of dust control and improvements and maintenance of public roads in Cohoctah Township for a period of four years from 2019 through 2022 inclusive. 

In Canton, a new 1.45 mill road improvement proposal:

CANTON TOWNSHIP PROPOSAL; CANTON TOWNSHIP ROAD IMPROVEMENT MILLAGE

Shall the Charter Township of Canton, Wayne County, Michigan, levy a new millage of 1.45 mills for 20 years for the purpose of paying the costs of maintaining,

improving, rehabilitating, and reconstructing State & County roads in the Township, including pedestrian pathway improvements and stormwater drainage

improvements, together with all costs of designing and acquiring right-of-way, and appurtenances and attachments thereto, as well as to pay off any principal and

interest on any debt issued related to the improvements as described herein?

If approved, the estimated millage ($ 1.45 per $1,000 of taxable value) is expected to raise $5,672,172 in the first year. It is estimated that 97.09% of the annual 

millage revenue would be disbursed to the Charter Township of Canton for road improvements, and, as required by law, 2.91% would be disbursed to the Charter

Township of Canton Downtown Development Authority. The amount disbursed to the Charter Township of Canton Downtown Development Authority shall be collected

solely from properties located in the Canton Township Downtown Development Authority.

In Wayne, Macomb and Oakland Counties, residents are being asked whether to renew funding support of the Suburban Mobility Authority for Regional Transportation (SMART) transportation system:

WAYNE COUNTY PUBLIC TRANSPORTATION MILLAGE

If approved, this proposal will renew the 1.0 mill levied by the Wayne County Transportation Authority for the years 2018 through 2021, and will allow continued

support to the Suburban Mobility Authority for Regional Transportation (SMART) for a public transportation system serving the elderly, disabled and the general public of Wayne County.

For the purpose of providing funds in support of public transportation serving the elderly, disabled, and the general public, shall 1.0 mill on all taxable property located

within the Wayne County Transportation Authority area, be imposed for a period of four (4) years, being years 2018 through 2021? Based on known taxable values

from the previous year, this millage would raise approximately $16,840,052.04 in the first year.

MACOMB COUNTY PUBLIC TRANSPORTATION MILLAGE

If approved, this proposal will renew and increase the .9926 formerly authorized, to 1.0 mills for

the years 2018 through 2021, and allow continued support to the Suburban Mobility Authority for

Regional Transportation (SMART) for a public transportation system serving the elderly, disabled

and general public of Macomb County.

For the purpose of providing funds in support of public transportation serving the elderly,

disabled, and general public, shall the limitation on the amount of taxes imposed on taxable

property located within Macomb County, be renewed and increased from .9926 formerly

authorized, to 1.0 mills for a period of four (4) years, being years 2018 through 2021? It is

estimated that if approved this millage would raise approximately $27,080,581 in the first year.

OAKLAND COUNTY PUBLIC TRANSPORTATION MILLAGE RENEWAL

If approved, this proposal will renew and increase the .9863 mills formerly authorized to 1.0 mills for the years 2018 through 2021, and allow continued support to the Suburban Mobility Authority for Regional Transportation (SMART) for a public transportation system serving the elderly, disabled, and general public of Oakland County.

For the purpose of providing funds for the support of a public transportation system serving the elderly, disabled, and general public of the County of Oakland, as a renewal and increase of the .9863 mills which expired with the 2017 tax levy, shall the limitation on the amount of taxes imposed on taxable property in the Oakland County Public Transportation Authority area be renewed and increased at 1.0 mills ($1.00 per $1,000 of taxable value) for four (4) years, 2018 through 2021, inclusive? It is estimated that if approved this millage will raise approximately $31 million in the first year.
