EASTPOINTE, Mich. (WXYZ) — New animal ordinances have been adopted for the city of Eastpointe.
One key amendment was made regarding the care of animals.
According to the ordinance, pet owners cannot leave a dog of any breed or size unattended outdoors between 11 p.m. and 7 a.m. Additionally, it will be unlawful to leave a dog outdoors when temperatures are below 43 degrees or 82 degrees.
“A lot of dog complaints we get come from between those hours,” Eastpointe's Chief Animal Control Officer Brian Pylar told 7 Action News.
Having a dog inside of a garage or shed is considered inadequate shelter. Additionally, it will be unlawful to tether a dog with a chain at any time.
“Dogs being left outside 24/7 in cold weather, too hot weather, dogs being kept in sheds, kept in garages," he added.
Another key amendment requires owners to have no more than one non-spayed female dog and one non-neutered male dog. An owner of non-altered dogs of the opposite sex will be required to spay or neuter one of them by the age of one year to prevent breeding.

Additionally, the city increased the number of dogs per household from two to three – a kennel permit is no longer required for having three or less dogs.
Kennel permit applications will no longer be offered. Those who already have one will be grandfathered in and will be required to do the normal application process.
