Water levels rose to the base of transformers in the pump station, forcing engineers to shut it down. Now, residents are wondering why the transformers were not on higher ground, given the increase in the frequency of record rain events and natural disasters.
The damage has cost some residents tens of thousands of dollars. A class action lawsuit has been filed against the city seeking restitution.
Officials have since moved the transformers in the pump system to higher ground.
