A young couple was excited to purchase a fixer-upper on Detroit’s east side, until they tried to get the water turned on.

After months of looking, Shantel and Paris Childs thought they found the perfect home for the couple’s growing family. It had plenty of space for the kids, a great backyard and a garage.

Their excitement turned to disappointment when they paid a visit to the Detroit Water and Sewerage Department.

“They told me there is a $26,000 back fee on the water bill. There is no way I can afford $26,000!” said Paris Childs.

How did the water bill get so high and why the Child’s responsibility to pay it?
